On April 29th, 2013 a coalition of civil rights, education reform, and disability groups sent a letter to Secretary Duncan opposing the U.S. Department of Education granting waivers to school districts, including those in the California Office to Reform Education (CORE).
The group expressed concern that the waivers, which would allow districts to move away from a system of statewide accountability, would result varying expectations for students across districts.
