We Stand Ready to Serve Public Schools

An Open Letter from Scholarship Granting Organizations and Education Partners

To The Public:

The Federal Scholarship Tax Credit, launching January 1st, 2027,  presents states with an unprecedented opportunity to bring new resources to students and families, especially students in public schools. We urge every state to opt in.

We are Scholarship Granting Organizations [SGOs], technical assistance providers, digital wallet providers, and education platform providers. Individually and collectively, we have the experience and infrastructure to help states put these resources to work. We are prepared to launch, support, and partner with organizations serving public school students to ensure as many students can benefit from these dollars as possible.

This new law establishes a dollar-for-dollar federal income tax credit of up to $1,700 for qualified contributions to scholarship granting organizations. Beginning in 2027, participating states will allow SGOs to receive contributions and provide scholarships for qualified K-12 education expenses.

Importantly, these scholarships are available to students in every type of school setting. Federal law directs scholarships to support qualified educational expenses for students in public, private, or religious schools.

For governors considering whether to participate, we want to address one practical question directly:

Will SGOs be ready to serve public school students if your state opts in?

The answer is yes.

In states that opt in, the undersigned organizations are prepared to support implementation by:

  • Launching SGOs where appropriate, or partnering with and supporting state and local organizations seeking to become SGOs;
  • Providing infrastructure and technical expertise needed to receive contributions, verify eligibility, distribute scholarships, and meet reporting requirements;
  • Building systems that prioritize transparency, accountability, and safeguards against waste, fraud, and abuse; and
  • Working with state leaders and public school-serving organizations now so that students and families can benefit when the credit becomes available in 2027.

The organizations signing this letter represent different models and approaches. What unites us is a straightforward commitment: if states opt in, we are prepared to help build the infrastructure necessary to ensure these resources can reach eligible students, including the millions of children educated in America’s public schools.

We urge governors across the country to opt into the Federal Scholarship Tax Credit. We stand ready to partner with you in service of our nation’s public school students.
